Bill received his Juris Doctorate degree from Brooklyn Law School in 1993.  During his time in Brooklyn, he worked at the King's County District Attorney's Office assisting with homicide prosecutions.  In 1993, Bill moved to Kennebunkport, Maine to open his law practice.  He is licensed to practice law in Maine, New Hampshire, Massachusetts and New Jersey. 

Bill founded the New England Gun Law Group in 2012 to educate and serve firearms owners regarding legal developments affecting the possession, use, storage and transfer of firearms.  He is one of the original members of the Gun Law Community and utilizes the state of the art GunDocx drafting system to prepare NFA trusts and Firearms trusts for his clients.  He is a regular speaker on gun law topics for firearms training providers and sportsmen's clubs.

Bill is an active shooter and hunter.  He is a lifetime member of the Kennebunk Fish & Game Club and a lifetime member of the Sportsman's Alliance of Maine.  He is also a member of the National Rifle Association and supports its educational and charitable programs.  Bill is a member of Safari Club International and served on the SCI Maine Chapter's Board of Directors for over 10 years and served as Chapter Vice President for 2 years.  He attends the annual Current Issues in Domestic and International Wildlife and Hunting Law program co-sponsored by Safari Club International and the State Bar of Nevada to keep current on legal developments affecting hunters and shooters who travel with firearms.

Bill has participated in numerous NRA firearms training courses from the Association of New Jersey Rifle & Pistol Clubs, the Kennebunk Fish & Game Club in Kennebunk, Maine and the Major Waldron's Sportsmen's Association in Barrington, New Hampshire.  He has a concealed weapon permit and prefers his HK USP or the Sig Sauer P229.
